GREEN BAY, Wis. (NBC 26) -- Popping into Green Bay is the city's second Popeye's.
"It's great that, if something's going out, something's popping right back in," District 7 Alderperson Randy Scannell told NBC 26. "To say 'no' to this and wait for another Ma and Pa to fill in an old Ma and Pa, you might be waiting way too long."

On Tuesday, the Green Bay City Council approved a new Popeye's franchise, which will replace the 78-year-old Wally's Spot supper club location on the East Side of the city.

Though it's not a small business, Scannell says something is better than nothing.
"I don't expect things to get too crazy on the West Side here, because you do have two [Popeye's] now," he said.
But city officials acknowledge the loss of a Green Bay staple.
"There's no denying the fact that this is bittersweet news," Mayor Eric Genrich told NBC 26. "To lose Wally's Spot is tough, tough to see."
When the city's first Popeye's opened in October, its debut was so popular, the drive-thru line caused a traffic jam on West Mason. But Genrich says that likely won't be this case this time.
"I would imagine it'll be very popular on opening, but I think more manageable than the West Side location was," Genrich said.
For now, it's so long for Wally's Spot, but Scannell says locals can remain hopeful.
"It's not a supper club, but we've got a lot of supper clubs in the area," Scannell said. "And maybe they'll open up another."
There's no word yet when the second Popeye's will open.
