Airline leaders said a plane slid off the runway about 250 feet at Austin Straubel International Airport.
Emergency crews were on scene around 3 a.m. Friday during a landing.
Flight 878 originated in Houston, Texas and was headed for Minneapolis.
It was a long night for passengers. The United Airlines Boeing 737-900 was already diverted to Madison after leaving Houston.
After circling Minneapolis multiple times, the plane was diverted to Green Bay to attempt a landing because of bad weather.
"You couldn't feel the brakes biting at all, and then suddenly bumpity bump, we're sitting in the weeds at the end of the runway," one passenger said.
Passengers were taken to the terminal via bus.
There were 180 passengers and seven crew members onboard.
No one was injured.
Alternate transportation is being arranged for the passengers.
The FAA is investigating the incident.
