The Wisconsin Attorney General, Brad Schimel, filed a petition Friday to commit Turner. The petition argues Turner is a sexually violent person and is therefore eligible for commitment to the department and care of Health Services until he is no longer considered sexually violent.
The 1973 murder changed the hours children can trick-or-treat in Wisconsin. Nine-year-old Lisa Ann French was killed by her neighbor, Gerald Turner. Forty-four years later, Turner now has a mandatory release date on Feb. 1.
Her family brought renewed interest to the case after collecting more than 22,738 onlinepetition signatures to keep him locked up.
